December 28, 2022 MIC vs. Eagle Talon—Creation and Release of "#NoHeartNoSNS Operation by Eagle Talon" Content to Raise Awareness of Countermeasures against Internet Slander and Defamation

The Ministry of Internal Affairs and Communications (MIC) has today released the latest episode of a specially produced animated video on the special website entitled "#NoHeartNoSNS (It's not a social networking service without a heart!)" featuring the popular characters of Eagle Talon under the slogan "#NoHeartNoSNS."

MIC has been working on countermeasures against slander on the Internet under the slogan "#NoHeartNoSNS (It's not a social networking service without a heart!)" based on the policy package of September 2020 for dealing with slander on the Internet.
During the previous fiscal year, MIC set up a special website, "#NoHeartNoSNS (It's not a social networking service without a heart!)" in collaboration with the popular characters of Eagle Talon. The website provides four animated videos, manga, and other content explaining how to use social networking services properly, featuring Eagle Talon, an evil secret society that aims to take over the world, and Heartkyun (original character), a preacher of a safe and secure SNS life filled with love and peace to create a society where everyone can live in peace.
As the entry into force of the amended Provider Liability Limitation Act on October 1, 2022 has made it easier to engage in legal procedures for the disclosure of information about those committing slander and defamation on social media sites and the like, MIC has now released the latest episode in the series, which provides an easily comprehensible explanation of the amended Act. OHASHI Ayaka, a popular voice actor, will continue to play the role of the original character Heartkyun. Please do take a look.
In addition, secondary use of the character Heartkyun, who was created exclusively for the #NoHeartNoSNS campaign, is now possible. Regulations on the use of this character can be found on the special website and MIC encourages everyone to take advantage of this opportunity.
MIC will continue working on measures to prevent slander on the Internet.
