February 1, 2022 Public Appeal for Subsidized Organization (Fund Establishment Corporation) for Project on Strengthening Digital Infrastructure by Decentralizing Data Centers, Submarine Cables, and Other Facilities under FY2021 Supplemental Budget

The Ministry of Internal Affairs and Communications (MIC) will make an appeal for a subsidized organization (fund establishment corporation) from Tuesday, February 1 through Tuesday, February 22, 2022 for the Project on Strengthening Digital Infrastructure by Decentralizing Data Centers, Submarine Cables, and Other Facilities under a fiscal 2021 supplementary budget.

1. Overview

The Project on Strengthening Digital Infrastructure by Decentralizing Data Centers, Submarine Cables, and Other Facilities supports the location of digital infrastructure, including data centers, submarine cables, and Internet Exchanges (IX), in local areas.
This project establishes a Digital Infrastructure Development Fund (a fund for promoting the development of specified telecommunications facilities). The project uses this fund as a financial resource to provide subsidies to organizations, such as private businesses that develop digital infrastructure.
MIC is now inviting a public application for a general incorporated association or foundation to serve as a fund establishment corporation to manage the fund.
This appeal is a public solicitation for a subsidized organization (fund establishment corporation). The fund establishment corporation selected through the public appeal will separately solicit indirectly subsidized operators (e.g., private businesses) that will carry out the project.

Prepare the application documents following the Subsidy Grant Guidelines for the Fund for Promoting the Development of Specified Telecommunications Facilities, etc. and the Public Appeal Guidelines for Corporations Establishing a Fund to Subsidize the Fund for Promoting the Development of Specified Telecommunications Facilities, etc. Then submit electronic data on the application documents using e-mail or a large-capacity file transfer system specified by MIC to the Computer Communications Division of the Telecommunications Business Department under the Telecommunications Bureau.
