February 2, 2022 Results of Appeal for Opinions on Draft Policy toward Materialization of Fee Calculations based on Review of Spectrum User Fees

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions on a draft policy toward the materialization of fee calculations based on a review of spectrum user fees from Saturday, December 25, 2021, through Monday, January 17, 2022. As a result, 65 opinions were submitted. Accordingly, MIC has decided to open the submitted opinions to the public, along with MIC’s views on the opinions.

1. Background

Since November 2020, MIC has been holding a Radio Policy Roundtable in the Age of Digital Transformation (chaired by MITOMO Hitoshi, Professor, Graduate School of Asia-Pacific Studies, Waseda University), which reviewed the spectrum user fees for the next term (fiscal 2022 to 2024). Then a report was compiled at the end of August 2021 as a result of the review.
Based on this report, MIC drafted the policy toward the materialization of fee calculations based on a review of spectrum user fees for the next term. Then, MIC made the appeal for opinions on the draft policy toward the materialization of fee calculations from Saturday, December 25 through Monday, January 17, 2022.

2. Results of appeal for opinions

In response to the appeal for opinions, MIC received 65 opinions.

3. Future plans

MIC plans to review the spectrum user fees and submit a draft amendment to the Radio Act to the ordinary Diet session based on this concrete policy.
