February 2, 2022 Results of Appeal for Opinions on Frequency Allocation in 2.3 GHz Band to Promote Fifth-Generation Mobile Communications System and Report from Radio Regulatory Council

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Saturday, December 18, 2021 through Friday, January 21, 2022 on a draft the notice on establishing guidelines for opening Specific base stations to spread the 5th-generation mobile communications system in the 2.3 GHz band (hereafter referred to as the “opening guidelines”). As a result, 13 opinions were submitted. Accordingly, MIC will open the submitted opinions to the public, along with MIC’s views on the opinions.
With consideration of the results of the appeal for opinions, MIC sent an inquiry about the establishment of the opening guidelines to the Radio Regulatory Council (Chaired by HIBINO Takashi, Chairman of the Members of the Board and Chairman of Daiwa Securities Group Inc.). Then, MIC received a report today stating that it is appropriate to establish the opening guidelines as drafted

1. Results of appeal for opinions

MIC made the appeal for opinions on the draft from Saturday, December 18, 2021 through Friday, January 21, 2022, and received 13 opinions.

2. Report from Radio Regulatory Council

MIC sent an inquiry on the notice on establishing guidelines for opening Specific base stations to spread the 5th-generation mobile communications system in the 2.3 GHz Band (attached PDF2) to the Radio Regulatory Council today. Then, MIC received a report from the Radio Regulatory Council stating its approval as inquired.

4. Future plans

Based on the results of the appeal for opinions and the report from the Radio Regulatory Council, MIC will promptly proceed with the necessary procedures.
For a reference of those who will apply for approval to their establishment plans, MIC will open “Approval Application Manual for Establishment Plans on Specified Base Stations for Promoting 5th-generation Mobile Communications Systems in the 2.3 GHz Band” to the public. This manual will be posted on MIC’s Radio Use Web Site (https://www.tele.soumu.go.jp/e/index.htm) as soon as it is ready.
