February 14, 2022 Results of Appeal for Opinions on Drafted Partial Amendment to Support Standards for the Fund Corporation for the Overseas Development of Japan’s ICT and Postal Services (MIC Notice No. 412, 2015)

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions on a drafted partial amendment to the Support Standards for the Fund Corporation for the Overseas Development of Japan’s ICT and Postal Services from Saturday, November 27 through Monday, December 27, 2021.
As a result, one opinion was submitted. Accordingly, MIC has decided to open the opinion and MIC’s view on the opinion to the public.

1. Target of appeal for opinions

Drafted Partial Amendment to Support Standards for the Fund Corporation for the Overseas Development of Japan’s ICT and Postal Services (MIC Notice No. 412, 2015) (hereafter referred to as the “Support Standards”)

2. Outline of appeal for opinions

MIC reviewed the Support Standards, which was established pursuant to Article 24, Paragraph 1 of the Act on the Fund Corporation for the Overseas Development of Japan’s ICT and Postal Services (Act No. 35 of 2015, hereafter referred to as the “Act”). Under Article 4 of the Supplementary Provisions of the Act, this review was conducted five years after the Act came into force. As a result, it was decided to support ICT service businesses not involving the development of hard infrastructure, which are currently not covered by the support criteria, and promote LP* fund investment. Accordingly, MIC drafted the partial amendment to the Support Standards and appealed for opinions on the draft from Saturday, November 27 through Monday, December 27, 2021.
