March 16, 2022 Result of Solicitation of Opinions on Draft Basic Plan on R&D for Expansion of Radio Wave Resources for FY2022 and Public Solicitation of Proposals

Prior to a public solicitation of proposals for research and development (R&D) for Expansion of Radio Wave Resources, which will be newly implemented from FY2022, the Ministry of Internal Affairs and Communications (MIC) solicited opinions on a draft of the basic plan on R&D from Saturday, February 5 through Monday, March 7, 2022.
As a result, nine opinions were submitted on the draft basic plan. Accordingly, MIC discloses the submitted opinions along with MIC’s views on the opinions and a finalized basic plan to the public.
MIC will solicit R&D proposals from the public based on the basic plan from Thursday, March 17 through Wednesday, April 20, 2022.

2. Result of solicitation of opinions and future schedule

MIC solicited opinions on the Draft Basic Plan on R&D for Expansion of Radio Wave Resources for FY2022 from Saturday, February 5 through Monday, March 7, 2022. As a result, nine opinions were submitted on the draft basic plan.
On the basis of the basic plan that reflects the result of the public solicitation of opinions, MIC will make the public solicitation of R&D proposals for Expansion of Radio Wave Resources for FY2022 as follows.

MIC will hold a meeting as follows to provide an explanation on the content of the basic plan and the proposal overview on each R&D theme.

3. Future schedule

The future schedule is assumed as specified below, but this will depend on the status of the external evaluation.

Late May: Evaluation by external experts and selection of research institutions to be contracted
Mid-June: Notification of approved/unapproved proposals
From late June: Conclusion of research consignment agreement and the start of R&D

5. Notes

MIC solicits R&D proposals from the public before the budget bill passes the Diet so that the R&D projects can be started promptly after the start of FY2022. Therefore, it should be noted that the implementation of the projects is subject to the passage of the budget bill, and accordingly, the contents of the projects may be subject to change.
