March 28, 2022 Solicitation of Opinions on Authorization for Changes of Agreement Clauses, etc. concerning Telegram Services of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation

The Information and Communications and Posts Administrative Council received an inquiry today from the Minister for Internal Affairs and Communications about the authorization for changes of agreement clauses, etc. concerning telegram services of NTT East and NTT West.
In this connection, the Council will solicit opinions on this authorization from Tuesday, March 29 through Wednesday, April 27, 2022.

1. Outline of the application

On March 18, Nippon Telegraph and Telephone East Corporation (NTT East) and Nippon Telegraph and Telephone West Corporation (NTT West) applied to the Minister for Internal Affairs and Communications for: authorization for changes of the agreement clauses under the provisions of Article 31-4, Paragraph 3 of the Telecommunications Business Act (Act No. 86 of 1984; hereinafter referred to as the "Act") prior to the amendment under Article 2 of the Act Partially Amending the Telecommunications Business Act and the Act on Nippon Telegraph and Telephone Corporation (Act No. 125 of 2003; hereinafter referred to as the "2003 Amendment Act"), which remain in force pursuant to the provisions of Article 5 of the Supplementary Provisions of the Act; and authorization for changes of telegram service charges under the provisions of Article 31, Paragraph 1 of the Act prior to the amendment under Article 2 of the Act on Development of the Relevant Acts for Rationalization of the Regulations in the Telecommunications Field (Act No. 58 of 1998; hereinafter referred to as the "1998 Amendment Act"), which remain in force pursuant to the provisions of Article 6, Paragraph 5 of the Supplementary Provisions of the 1998 Amendment Act.

2. Procedure of solicitation of opinions

1. Subject

• Application for authorization for changes of the agreement clauses concerning telegram services (NTT East)
• Application for authorization for changes of the agreement clauses concerning telegram services (NTT West)
• Application for authorization for changes of telegram service charges (NTT East)
• Application for authorization for changes of telegram service charges (NTT West)

2. Deadline for submission of opinions

No later than Wednesday, April 27, 2022 (submission of opinions by postal mail must also arrive no later than the deadline date)

3. Future schedule

Regarding the authorization thus applied for, the Information and Communications and Posts Administrative Council will conduct investigation and deliberation based on the submitted opinions and submit a report to the Minister for Internal Affairs and Communications.
