March 28, 2022 Solicitation of Opinions on Authorization for Draft Changes of access charges Relating to Category I Designated Telecommunications Facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation

Revision of access charges for FY2022 based on the long run incremental cost model

The Minister for Internal Affairs and Communications made an inquiry on March 28, 2022, to the Information and Communications and Posts Administrative Council about the authorization for changes of the access charges relating to Category I designated telecommunications facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (revision of access charges for FY2022 based on the long run incremental cost model ).
Accordingly, the Council will solicit opinions on the draft changes from Tuesday, March 29 through Wednesday, April 27, 2022.

1. Outline of draft changes

Following the promulgation and partial enforcement of the Ministerial Ordinance Partially Amending the Regulations for Access Charges of Category I Designated Telecommunications Facilities (Ministerial Ordinance of MIC No. 9 of 2022) as of March 1, 2022, necessary changes will be made to the access charges of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation to provide for interconnection charges for FY2022 to be calculated based on the long run incremental cost model.

2. Procedure of solicitation of opinions

1. Subject

Draft changes of the agreement clauses concerning interconnection with Category I designated telecommunications facilities under Article 33, Paragraph 2 of the Telecommunications Business Act

2. Period for submission of opinions

From Tuesday, March 29, until no later than Wednesday, April 27, 2022 (submission of opinions by postal mail must also arrive no later than the deadline date)

3. Future schedule

Regarding the draft changes, the Information and Communications and Posts Administrative Council will conduct investigation and deliberation based on the submitted opinions and submit a report to the Minister for Internal Affairs and Communications.
