March 31, 2022 Results of Solicitation of Opinions on Draft Guidelines on Anti-Money Laundering and Combating Financing of Terrorism Related to Telephone Answering Service and Call Forwarding Service, and Stipulation of Guidelines

The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the Draft Guidelines on Anti-Money Laundering and Combating Financing of Terrorism Related to Telephone Answering Service and Call Forwarding Service for the period from Wednesday, February 23 through Friday, March 25, 2022.
As a result, five opinions were submitted. Accordingly, MIC discloses the submitted opinions along with MIC’s views on the opinions to the public.
In addition, MIC releases the Guidelines stipulated based on the result of this solicitation of opinions.

1. Background and outline

In response to the publication of the FATF(*) Fourth Round Mutual Evaluation Report of Japan in August 2021, the government of Japan has formulated the Action Plan on Anti-Money Laundering (AML), Combating Financing of Terrorism (CFT), and Countering Proliferation Finance (CPF). According to this action plan, MIC formulated the Draft Guidelines on Anti-Money Laundering and Combating Financing of Terrorism Related to Telephone Answering Service and Call Forwarding Service with the aim of promoting initiatives for building an effective framework for AML and CFT, and solicited opinions for the period from Wednesday, February 23, through Friday, March 25, 2022. As a result, five opinions were submitted.
