April 22, 2022 Additional Public Solicitation for Direct Subsidy Project Plans and Public Solicitation for Indirect Subsidy Project Plans Related to FY2022 Project on Promoting Advanced Radio Environment Improvements

The Ministry of Internal Affairs and Communications (MIC) and the Communications and Information Network Association of Japan (CIAJ) will make an additional public solicitation for direct subsidy project plans and a public solicitation for indirect subsidy project plans related to the FY2022 Project on Promoting Advanced Radio Environment Improvements.

1. Overview

The Project on Promoting Advanced Radio Environment Improvements subsidizes a part of the costs of local governments, third-sector corporations, and telecommunications carriers to install optical fiber that is a prerequisite for high-speed, large-capacity wireless stations in geographically disadvantaged areas.
The project is divided into a direct subsidy project sector and an indirect subsidy project sector. The direct subsidy project sector provides direct assistance to prefectures, municipalities, and third-sector corporations, while the indirect subsidy project sector provides indirect assistance to telecommunications carriers through executive organizations.

    The CIAJ has been adopted as the executive organization for indirect subsidy project plans related to the FY2022 Project on Promoting Advanced Radio Environment Improvements.

2. Additional public solicitation for direct subsidy project plans

Prefectures, municipalities, and third-sector corporations

2. Application period

Date of start of solicitation: Friday, April 22, 2022
First deadline: 12:00 p.m. on Friday, May 20, 2022
Second deadline: 12:00 p.m. on Friday, June 17, 2022
Third deadline: 12:00 p.m. on Friday, July 15, 2022
(Applications submitted by postal mail must also arrive no later than each deadline.)

    Decisions to grant a subsidy will be made in order, starting from applications filed by the first deadline.

    In the event of many applications, details of the implementation of the project may be adjusted. If the total amount of subsidies to be granted to applications filed by the first or second deadline is expected to reach the amount of budget, MIC may not accept applications to be filed by the second or third deadline, respectively.

    If you wish to file an application, consult with MIC (the competent Regional Bureau of Telecommunications, etc.) as soon as possible.

3. Application method

Prepare the document following the Subsidy Grant Guidelines for the Support Project of Wireless System Diffusion Costs and the Implementation Manual for the Advanced Radio Environment Promotion Project, and apply using either of the following methods.
I. Application by the system for filing requests for subsidies (jGrants)
II. Submission of application form to the Regional Bureau of Telecommunications or the Okinawa Office of Telecommunications
Submit electronic data of the application document to the competent Regional Bureau of Telecommunications (the Okinawa Office of Telecommunications in the case of Okinawa) that has jurisdiction over the applicant’s location by email or a large-file transfer system designated by MIC.

4. Future schedule (tentative)

A preliminary announcement will be made on nominated projects whenever necessary from June 2022 and thereafter.

3. Public solicitation for indirect subsidy project plans

1. Implementing entities

Telecommunications carriers (except for prefectures, municipalities, and third-sector corporations)

2. Application period

Date of start of solicitation: Friday, April 22, 2022
First deadline: 12:00 p.m. on Friday, May 20, 2022
Second deadline: 12:00 p.m. on Friday, June 17, 2022
Third deadline: 12:00 p.m. on Friday, July 15, 2022
(Applications submitted by postal mail must also arrive no later than each deadline.)

Among the applications filed on the same date, priority is given to those for which subsidy request survey forms were submitted regarding the subsidy request survey for indirect subsidy project plans conducted between January 17 and February 4, 2022, in principle.
