May 2, 2022 Solicitation of Opinions on Draft Ministerial Ordinance for Partial Amendment to Rules for Reporting on Telecommunications Business

The Ministry of Internal Affairs and Communications (MIC) will solicit opinions from Tuesday, May 3 through Monday, June 6, 2022, on a draft Ministerial Ordinance for Partial Amendment to the Rules for Reporting on Telecommunications Business in order to abolish the reporting on SIM unlocking.

1. Outline

MIC revised the Guidelines for Ensuring Smooth Distribution and Use of Mobile Terminal Equipment in August 2021, to ban the use of the SIM lock feature in mobile terminal equipment to be put on sale in October 2021 and thereafter in principle. Based on this, MIC decided to abolish the reporting on the SIM unlocking required under the Rules for Reporting on Telecommunications Business (Ministerial Ordinance of MPT No. 46 of 1988) and drafted a ministerial ordinance for partial amendment to the Rules. Accordingly, MIC will solicit opinions on the draft ministerial ordinance.

2. Procedure of solicitation of opinions

No later than Monday, June 6, 2022
(Submission of opinions by postal mail must also arrive no later than the deadline.)

3. Future schedule

MIC will amend the ministerial ordinance based on the submitted opinions.

4. How to obtain reference information

MIC will make the reference information available for viewing and obtaining copies at the Tariff and Telecommunications Access Policy Division, Telecommunications Business Department, Telecommunications Bureau, MIC (10th Floor, MIC). MIC will also post the reference information on the public comment page of the e-Gov (https://www.e-gov.go.jp/en/ ).
