May 25, 2022 Solicitation of Opinions on Draft Ministerial Order for Partial Amendment to Regulation for Enforcement of the Radio Act and Other Draft Amendments

Institutional improvement for the introduction of 5.2 GHz band in-vehicle wireless LAN and 6 GHz band wireless LAN

The Ministry of Internal Affairs and Communications (MIC) drafted amendments to the ministerial order and notices related to the Radio Act in order to make institutional improvement for the introduction of 5.2 GHz band in-vehicle wireless LAN and 6 GHz band wireless LAN. Accordingly, MIC will solicit opinions on these drafts from Thursday, May 26 through Friday, June 24, 2022.

1. Background

In recent years, as the communication traffic volume has been expected to increase along with the increase in the use of the Internet for teleworking and online event streaming, there has been an urgent need to upgrade wireless LAN systems and expand useful frequencies.
In addition, in anticipation of the use of video distribution services in vehicles, there is growing demand for the introduction of in-vehicle wireless LAN systems.
In light of such background, in 2021, the Information and Communications Council started deliberation on technical requirements relating to the introduction of 5.2 GHz band in-vehicle wireless LAN and technical requirements relating to the introduction of 6 GHz band wireless LAN. MIC received partial reports on these topics from the Council in March and April 2022, respectively.
Based on these reports, MIC drafted a ministerial order for partial amendment to the Regulation for Enforcement of the Radio Act and other amendments in order to achieve the introduction of 5.2 GHz band in-vehicle wireless LAN and 6 GHz band wireless LAN and develop other necessary provisions. Accordingly, MIC will solicit opinions on these drafts.

From Thursday, May 26 to no later than Friday, June 24, 2022
(Opinions, if submitted by mail, will be accepted if postmarked on or before the deadline.)

3. Points to note in submitting opinions

An opinion submitted may be officially announced along with the submitter’s name (if the submitter is a corporate entity, only its name and the name of its representative; names of individuals are not announced) and information on other attributes.
Please understand that MIC is not able to give any specific answer to individual opinions submitted.

4. Future schedule

MIC will consult the Radio Regulatory Council about these draft amendments in consideration of submitted opinions and, if it obtains a report from the Council, it will promptly conduct the necessary procedures to amend the relevant order and notices.
