June 1, 2022 Public Solicitation for Proposals and Briefing Sessions concerning FY2022 Development Demonstrations for Realizing Local 5G Services to Solve Issues

The Ministry of Internal Affairs and Communications will make a public solicitation for proposals and briefing sessions concerning fiscal 2022 development demonstrations for realizing local 5G services to solve issues through a contractor (Mitsubishi Research Institute, Inc.).

1. Overview

As in fiscal 2020, the Ministry of Internal Affairs and Communications (MIC) will conduct technical studies, including those on radio wave propagation, under a wide variety of usage environments assuming various actual usage situations. At the same time, MIC will again implement development demonstrations for realizing local 5G services to solve issues to create solutions that utilize local 5G. Thereby, MIC intends to realize the more flexible operation of local 5G and the inexpensive, safe, and secure utilization of local 5G.
The results of the demonstrations conducted in FY2020 and FY2021 show that radio wave propagation and other topics need to be further studied. Accordingly, in FY2022, MIC will conduct development demonstrations aiming to obtain detailed data on these topics and create solutions utilizing local 5G. Demonstrations under special environments to extend such initiatives to linear spaces, such as railroads and roads, will also be conducted.
In addition, for the purpose of promoting the spread and deployment of local 5G while maintaining stable radio wave propagation for terminals applied when using local 5G, MIC will conduct test production of terminal systems in order to study those systems according to specific ways of using local 5G and obtain detailed data on radio wave propagation when using respective terminal systems under special environments, such as an environment where multiple local 5G base stations cover an area of a certain size.
Accordingly, MIC has decided to make a public solicitation pertaining to this project through the contractor.
In addition, for those who wish to participate in this project, MIC will hold briefing sessions for the public solicitation through the contractor to deepen their understanding of the purpose, contents, etc. of this project. However, their attendance at the briefing session(s) is not an essential requirement for their participation in this demonstration.

a. Development demonstration project (initial budget for FY2022)

- Project overview

The project studies radiowave propagation characteristics of local 5G and other things, as well as the demonstration of local 5G utilization, so as to fulfill utilization needs for 5G under a wide variety of usage environments.

- Proposer

A consortium consisting of private businesses, local public organizations, universities, NPOs, etc. involved in technical studies (e.g., radio wave propagation) and studies on solutions using local 5G.

b. Demonstrations under special environments (supplementary budget for FY2021)

- Project overview

The project studies radiowave propagation characteristics of local 5G and other things, as well as the demonstration of local 5G utilization, so as to fulfill utilization needs for 5G under special environments, such as linear spaces, like railroads and roads.

- Proposer

A consortium consisting of private businesses, local public organizations, universities, NPOs, etc. involved in technical studies (e.g., radio wave propagation) and studies on solutions using local 5G.

c. Trial production of terminal system (supplementary budget for FY2021)

- Project overview

The project implements the trial production of terminal system by assuming specific and practical occasions of the utilization of local 5G, and conduct measurement, examination, and analysis pertaining to radiowave propagation, so as to fulfill utilization needs for 5G under a wide variety of usage environments.

- Proposer

Business that is capable of developing a terminal system (including consortium)

3. Briefing session for the public solicitation

The briefing session will be held by the contractor online as follows.

Please make the application from the participation form via the website of the contractor specified in 2 (1) above no later than 1:00 p.m., Monday, June 6, 2002. The details of the session will be notified to the participation applicant from the contractor via e-mail.
