June 9, 2022 Authorization for Changes to the Telegram Service Charges of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation and Requests on the Measures to be Taken Regarding the Changes to Telegram Service Charges

The Ministry of Internal Affairs and Communications (MIC) authorized today the changes to the telegram service charges applied from Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation.
MIC also made a request to both companies on the measures to be taken regarding the changes to the telegram service charges.

Background

On March 18, 2022, Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (hereinafter referred to as "NTT East" and "NTT West," respectively) filed the following applications with the Minister for Internal Affairs and Communications for authorization for changes to the charges under Article 31, paragraph (1) of the Telecommunications Business Act (Act No. 86 of 1984) prior to the amendment by Article 2 of the Act on Development of the Relevant Acts for Rationalization of the Regulations in the Telecommunications Field (Act No. 58 of 1998), which is to remain in force pursuant to Article 6, paragraph (5) of the Supplementary Provisions of the same Act.
MIC consulted with the Information and Communications and Posts Administrative Council on the authorization of changes to the telegram service charges on March 28, 2022. After receiving a report from the Council on May 27, 2022, that the authorization is appropriate, MIC went through necessary procedures. Today, MIC authorizes the changes to telegram service charges, and requests NTT East and NTT West to sufficiently inform the public of the changes as well as to appropriately respond to any inquiries on this matter, based on said report.
In addition, MIC has granted authorization on May 31 to the application of changes in general conditions of contracts for telegram services, which was filed on the same day as that of changes in telegram service charges, and requested NTT East and NTT West to sufficiently inform the public of the changes and to appropriately respond to any inquiries on this matter.
