June 13, 2022 Administrative Guidance to KDDI Corporation on Improvements in Delayed Opening of Its 5G Specified Base Stations in FY2021 under the Establishment Plans for Introduction of 5G and for Dissemination of 3.9G and 4G

The Ministry of Internal Affairs and Communications (MIC) has given administrative guidance in writing to KDDI Corporation (headed by TAKAHASHI Makoto, President and Representative Director) today on the delayed opening of specified base stations for 5G in FY2021 against KDDI Corporation's establishment plans for the introduction of 5G and for the dissemination of 3.9G and 4G.

1. Background

On April 10, 2019, MIC approved KDDI Corporation's establishment plan to open specified base stations for the introduction of the 5th generation mobile communications system (hereinafter referred to as "5G") (the plan is hereinafter referred to as the "establishment plan for the introduction of 5G"), and on October 9, 2020, it approved a revision of KDDI Corporation's establishment plans to open specified base stations for the dissemination of the 3.9th generation mobile communications system and the 4th generation mobile communications system (hereinafter referred to as the "establishment plans for the dissemination of 3.9G and 4G). These approvals have enabled KDDI Corporation to open 5G base stations that conform to these establishment plans (hereinafter referred to as “5G specified base stations”).
MIC received a report from KDDI Corporation about the opening status of 5G specified base stations as of the end of FY2021 and found that there were delays against the numbers planned for the end of FY2021 in the establishment plans for the introduction of 5G and for the dissemination of 3.9G and 4G.

2. Guidance content

MIC has given administrative guidance in writing today to KDDI Corporation from the perspective of ensuring the implementation of the establishment plans.

3. Future schedule

MIC will continue to endeavor to provide necessary guidance and supervision to ensure the implementation of the establishment plans.
