June 14, 2022 Revision of the Basic Initial Response Policy for Securing Communications Services in Affected Areas at the Time of a Large-Scale Disaster

The Ministry of Internal Affairs and Communications (MIC) has organized a Liaison Meeting for Securing Communications Services at the Time of a Disaster with telecommunications carriers which are designated public institutions, for securing communications services at the time of a disaster.
This time, the liaison meeting revised the basic initial response policy, such as incorporating measures to be taken from normal times, so as to increase the resilience of communications networks and to secure communications services in affected areas at a time when a large-scale disaster occurs or is likely to occur.

1. Overview

Cooperation between MIC and telecommunications carriers is indispensable for the speedy emergency recovery of communications services at the time of a disaster. Accordingly, MIC and the telecommunications carriers that are designated public institutions revised the basic response policy on the initial response at the time of a disaster, emergency recovery measures, and measures to be taken from normal times.
Based on this response policy, MIC will, in cooperation with the telecommunications carriers that are designated public institutions, continue to take measures against disasters from normal times and advance efforts to increase the resilience of communications networks, and at the time of a disaster, it will make speedy and appropriate initial response for securing communications services.
