June 20, 2022 Solicitation of Opinions on Draft Ministerial Ordinance for Partial Revisions to Regulations for Enforcement of the Telecommunications Business Act

The Ministry of Internal Affairs and Communications (MIC) will make a solicitation of opinions on a draft ministerial ordinance for partial revisions to Regulations for Enforcement of the Telecommunications Business Act from Tuesday, June 21 through Wednesday, July 20, 2022.

1. Outline

A person that intends to perform intermediation, etc. of conclusion of a contract related to the provision of certain telecommunications services upon being entrusted by a telecommunications carrier must notify the Minister for Internal Affairs and Communications necessary information pursuant to the provisions of the Telecommunications Business Act (Act NO. 86 of 1984).
According to the Act Partially Amending the Telecommunications Business Act promulgated on June 17, 2022 (Act No. 70 of 2022), it became unnecessary to notify changes for minor changes in notified information. Thus, MIC has decided to partially revise the Regulations for Enforcement of the Telecommunications Business Act (Ministerial Ordinance of MPT No. 25 of 1985) to provide for such minor changes and make the technical amendments necessary.

2. Procedure of solicitation of opinions, etc.

2. Period for submission of opinions: From Tuesday, June 21 through Wednesday, July 20, 2022

(Submission of opinions by postal mail must also arrive no later than the deadline.)

The Draft Ministerial Ordinance and the procedure of solicitation of opinions is also posted on the "Press Release" page of MIC's website, as well as on the public comment page of the e-Gov. MIC will make the reference information available for viewing and obtaining copies at the First Telecommunications Consumer Policy Division, Telecommunications Business Department, Telecommunications Bureau, MIC (10th Floor, Central Government Building No.2).

3. Future schedule

MIC will promptly revise the Regulations for Enforcement of the Telecommunications Business Act based on the submitted opinions.
