June 22, 2022 Solicitation of Opinions on the Basic Idea on the Allocation of Unused Bandwidth of BS CR to 4K Broadcasting based on the Report of the Working Group on the Future Image of Satellite Broadcasting

The Ministry of Internal Affairs and Communications (MIC) publicly solicits opinions for the period from Thursday, June 23 through Friday, July 22, 2022, on the basic idea on the allocation of unused bandwidth of BS CR to 4K Broadcasting based on the Report of the Working Group on the Future Image of Satellite Broadcasting to be used as a reference in the deliberations on institutional improvements necessary for allocating the unused bandwidth of BS CR to 4K broadcasting.

1. Background

Working Group on the Future Image of Satellite Broadcasting (headed by chief investigator ITO Susumu, Professor Emeritus, Tokyo University of Science, hereinafter referred to as "WG") established under the Study Group on Various Issues over Broadcasting (chaired by TAGAYA Kazuteru, Professor Emeritus at Chiba University) started discussions in April 2020, and opened the report to the public on October 29, 2021, based on the situation that circumstances surrounding satellite broadcasting are changing considerably, including the start of new 4K/8K satellite broadcasting in December 2018, growth of online video streaming, institutional revision for the effective use of frequency, and the impact of COVID-19 pandemic.
In this connection, based on advice in the WG report, MIC considers as appropriate to publicly solicit opinions and make deliberations based on such opinions for institutional improvements necessary for allocating the unused bandwidth of BS CR to 4K broadcasting at the timing of the completion of BS CR bandwidth reallocation currently being implemented, considering the facts that already more than a year had passed since the solicitation of opinions on WG report started and that new three broadcasting stations opened for BS CR in March 2022. Thus, MIC streamlines its basic idea at present on the allocation of unused bandwidth of BS CR to 4K Broadcasting, and publicly solicits opinions.

5. Notes

MIC will take into consideration the submitted opinions and finalize the report to be published. Please understand that MIC is not able to give any specific answer to individual opinions submitted.
Upon submitting opinions, please refer to the Report of the Working Group on the Future Image of Satellite Broadcasting under Study Group on Various Issues over Broadcasting (October 29, 2021), which finalized the discussions held from April to December 2020 at the Working Group on the Future Image of Satellite Broadcasting under Study Group on Various Issues over Broadcasting regarding the future direction.

6. Future schedule

After holding discussions based on submitted opinions, formulating draft revision of dissemination plans for basic broadcasting, and soliciting opinions on the draft, MIC is to consult with the Radio Regulatory Council.
