June 30, 2022 Solicitation of Opinions on Drafted Sixth Report of Study Group on Calculation of Interconnection Charges

The Ministry of Internal Affairs and Communications (MIC) will solicit opinions from Friday, July 1 through Monday, August 1, 2022, on the sixth report drafted by the Study Group on Calculation of Interconnection Charges (chaired by TSUJI Masatsugu, President and professor at Kobe International University).

1. Background

MIC organized the Study Group on Calculation of Interconnection Charges (hereafter referred to as the “Study Group”)^* in March 2017. Since then, the Study Group has been deliberating on the current interconnection system, which is the basis for ensuring fair competition, and other matters for providing various services smoothly in a fair competition environment.
The Study Group issued the fifth report in September 2021. After that, the Study Group held 13 meetings up to June 2022. While listening to the opinions of related businesses and business organizations as observers, the Study Group continued discussions and verifications, focusing on the status of efforts to work on various issues pointed out in the fifth report.
Recently, the Study Group drafted the sixth report based on the results of its study, and MIC will solicit opinions on the draft.

No later than Monday, August 1, 2022
(Submission of opinions by postal mail must also arrive no later than the deadline.)

3. Future schedule

In consideration of opinions submitted, the Study Group will further deliberate and finalize and release the report.

4. How to obtain reference information

MIC will make the reference information available for viewing and obtaining copies at the Tariff and Telecommunications Access Policy Division, Telecommunications Business Department, Telecommunications Bureau, MIC (10th Floor, MIC). MIC will also post the reference information on the public comment page of the e-Gov (https://www.e-gov.go.jp/en/ ).
