July 1, 2022 Results of Solicitation of Opinions on Draft Ministerial Order for Partial Amendment to Regulation for Enforcement of Postal Act
The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Tuesday, May 24 through Monday, June 6, 2022, on a draft ministerial ordinance for partial revisions to the Regulations for Enforcement of the Postal Act for the institutional development of the concurrent business of certified mail authentication officers. As a result, three opinions were submitted. Accordingly, MIC has decided to open the opinions to the public, along with MIC’s views on the opinions.
1. Background and overview of the revision
In principle, if certified mail authentication officers intend to engage in concurrent business, they need to obtain approval from the Minister for Internal Affairs and Communications in advance for each business. However, regarding concurrent business as a fire corps volunteer, the approval procedure is simplified, with the approval from the Minister for Internal Affairs and Communications regarded as obtained on the day the certified mail authentication officer manifests an intention to take on a position as a part-time fire corps volunteer to the Japan Post Co., Ltd., making it unnecessary to obtain approval from the Minister individually.
MIC prepared a draft ministerial ordinance to partially revise the Regulations for Enforcement of the Postal Act, in order to similarly simplify the approval procedure for some of the public services in the communities other than fire corps volunteers, and solicited opinions from Tuesday, May 24 through Monday, June 6, 2022.

In response to the solicitation of opinions, three opinions were submitted.
3. Promulgation and coming into effect of the Ministerial Order
Based on the results of the solicitation of opinions, the Ministerial Ordinance for Partial Revisions to Regulations for Enforcement of Postal Act was promulgated and came into effect today.
