July 15, 2022 Results of Solicitation of Opinions on Draft Ministerial Ordinance for Partial Revisions to the Ordinance Regulating Radio Equipment and Report from the Radio Regulatory Council

Institutional Improvement for Wider Band Use of 920 MHz Low-Power Radio Stations

The Ministry of Internal Affairs and Communications (MIC) solicited opinions from Tuesday, May 24 through Wednesday, June 22, 2022, on a draft Ministerial Ordinance for Partial Amendment to the Ordinance Regulating Radio Equipment pertaining to the wider band use of 920 MHz low-power radio stations in order to cope with the rising demand for a system to conduct broadband communication among the 920 MHz active low-power radio systems. As a result, two opinions were submitted. Accordingly, MIC discloses the submitted opinions along with MIC’s views on the opinions to the public.
With consideration of the results of the solicitation of opinions, MIC submitted an inquiry to the Radio Regulatory Council (Chaired by HIBINO Takashi, Chairman of the Board of Daiwa Securities Group Inc.) about matters related to the draft ministerial ordinance and a draft notice on the partial change to the Frequency Assignment Plan. Then, MIC received a report from the Council today stating its approval for the drafts.
MIC will promptly make institutional development for the relevant ministerial ordinance, based on the results of opinions submitted and the report from the Radio Regulatory Council.

1. Results of public solicitation of opinions

MIC solicited opinions from Tuesday, May 24 through Wednesday, June 22, 2022, on a draft Ministerial Ordinance for Partial Amendment to the Ordinance Regulating Radio Equipment (Radio Regulatory Commission Rules No. 18 of 1950) in order to make institutional improvements necessary for the wider band use of 920 MHz active low-power wireless systems.

2. Report from the Radio Regulatory Council

With consideration of the results of the solicitation of opinions, MIC submitted an inquiry to the Radio Regulatory Council about consultation matters based on the Radio Act (Act No. 131 of 1950) in the draft Ministerial Ordinance for Partial Amendment to the Ordinance Regulating Radio Equipment today (Friday, July 15, 2022). Then, MIC received a report from the Council today stating its approval for the draft.

3. Future schedule

MIC will promptly revise the Ordinance Regulating Radio Equipment and other relevant notices, based on the results of opinions submitted and the report from the Radio Regulatory Council.
