July 15, 2022 Results of Solicitation of Opinions on Draft Ministerial Order for Partial Amendment to Regulation for Enforcement of the Radio Act and Other Draft Amendments, and Report from the Radio Regulatory Council

Institutional improvement for the introduction of 5.2 GHz band in-vehicle wireless LAN and 6 GHz band wireless LAN

The Ministry of Internal Affairs and Communications (MIC) solicited opinions from Thursday, May 26, through Friday, June 24, in the following procedure, on a draft ministerial ordinance for partial revisions to Regulations for Enforcement of the Radio Act, in order to make institutional improvements necessary towards the introduction of 5.2 GHz band in-vehicle wireless LAN and 6 GHz band wireless LAN. As a result, nine opinions were submitted. Accordingly, MIC discloses the submitted opinions along with MIC's views on the opinions to the public.
Considering the results of the opinions received, MIC submitted an inquiry about the appropriateness of a finalized draft to the Radio Regulatory Council (Chaired by HIBINO Takashi, Chairman of the Members of the Board of Daiwa Securities Group Inc.) today. Then MIC received a report from the Radio Regulatory Council stating its approval regarding the appropriateness.
MIC will promptly make institutional development for the relevant ministerial ordinance, based on the results of opinions submitted and the report from the Radio Regulatory Council.

1. Outline of revision

As the volume of communication traffic has been expected to increase along with the increase in the use of the Internet for teleworking and online event streaming in recent years, there has been an urgent need to upgrade wireless LAN systems and expand useful frequencies.
In addition, in anticipation of the use of video distribution services in vehicles, there is growing demand for the introduction of in-vehicle wireless LAN systems.
In light of such background, in 2021, the Information and Communications Council started deliberation on technical requirements relating to the introduction of 5.2 GHz band in-vehicle wireless LAN and technical requirements relating to the introduction of 6 GHz band wireless LAN. MIC received partial reports on these topics from the Council in March and April 2022, respectively.
This revision is for institutional developments to achieve the introduction of 5.2 GHz band in-vehicle wireless LAN and 6 GHz band wireless LAN, considering the content of the partial report.

3. Report from the Radio Regulatory Council

Considering the results of the opinions received, MIC submitted an inquiry about the appropriateness of a finalized draft to the Radio Regulatory Council today, and received a report from the Council stating its approval regarding the appropriateness.

4. Future schedule

MIC will promptly make the institutional development of relevant regulations based on the results of opinions submitted and the report from the Radio Regulatory Council.
