July 15, 2022 Solicitation of Opinions on Draft Effective Use Evaluation Policy

Based on the provisions of Article 2, Paragraph 2 of the Supplementary Provisions of the Act Partially Amending the Radio Act and Broadcast Act, the Radio Regulatory Council (Chaired by HIBINO Takashi, Chairman of the Members of the Board of Daiwa Securities Group Inc.) prepared the Draft Effective Use Evaluation Policy.
Accordingly, MIC will solicit opinions on the draft policy from Saturday, July 16, through Friday, August 19, 2022.

1. Outline

The Act Partially Amending the Radio Act and Broadcast Act (Act No. 63 of 2022) stipulates that from now on, the Radio Regulatory Council will conduct an "Evaluation of the Degree of Effective Use of Radio Waves" (hereinafter referred to as the "Effective Use Evaluation"), and the Council sets forth and announces the "Policy on the Standards and Methods for the Effective Use Evaluation and Other Matters Necessary for Implementing the Effective Use Evaluation" (hereinafter referred to as the "Effective Use Evaluation Policy") in advance.
The Radio Regulatory Council prepared the Draft Effective Use Evaluation Policy in the Radio Regulatory Council meeting held today, and MIC solicits opinions on this draft.

  Opinions by postal mail that arrive after the deadline will be accepted if postmarked on or before August 19, 2022.

4. How to obtain reference information

MIC will make the attachments available for viewing and obtaining copies at the General Affairs Division, Telecommunications Bureau, MIC. These materials will also be posted on the public comment page of the e-Gov.

5. Future schedule

MIC will take into consideration the submitted opinions and make deliberations at the Radio Regulatory Council.
