July 25, 2022 The Conference toward AI Network Society - Release of 2022 Report

The Institute for Information and Communications Policy (IICP) of the Ministry of Internal Affairs and Communications (MIC) established the Conference toward AI Network Society (chaired by SUDO Osamu, Professor at the Faculty of Global Informatics, Chuo University, Director of the ELSI Center, Chuo University, and Project Professor at the Graduate School of Interdisciplinary Information Studies, the University of Tokyo) in October 2016. Since then, the Conference has been studying social, economic, ethical and legal issues involved in AI networking.
Recently, the Conference compiled “the 2022 Report”, and MIC releases it to the public accordingly.

1. Background

MIC's IICP has been holding the Conference toward AI Network Society with the participation of multi-stakeholders since October 2016 to comprehensively examine social, economic, ethical, and legal issues toward promoting AI networking in society as a whole. The Conference formulated and published the “Draft AI R&D GUIDELINES for International Discussions” in July 2017, and the “AI Utilization Guidelines” in August 2019. In addition, from FY2020, the Conference grasped the initiatives carried out in this field through interviews with AI developers and service providers, business users and consumer users, and compiled and released the 2020 Report and 2021 Report.
After the release of the 2021 Report, the Conference continued to hold interviews with relevant people and entities regarding their ambitious and advanced initiatives for social implementation of AI in order to further promote the implementation of safe, secure, and reliable AI in society. The Conference recently compiled the 2022 Report based on the review of the guidelines and international trends, in addition to the examples of initiatives collected through interviews. MIC releases this report to the public accordingly.
The Conference will continue making efforts to further promote the safe, secure, and trustworthy implementation of AI in society.

Based on the interviews, etc., the following contents were summarized.
