August 4, 2022 Basic Idea on the Allocation of Unused Bandwidth of BS CR to 4K Broadcasting Based on the Report of the Working Group on the Future Image of Satellite Broadcasting and Results of the Solicitation for Opinions

The Ministry of Internal Affairs and Communications (MIC) publicly solicited opinions for the period from Thursday, June 23, through Friday, July 22, 2022, on the Basic Idea on the Allocation of Unused Bandwidth of BS CR to 4K Broadcasting Based on the Report of the Working Group on the Future Image of Satellite Broadcasting, to be used as a reference in the deliberations on institutional improvements necessary for allocating the unused bandwidth of BS CR to 4K broadcasting, and received 25 opinions. MIC releases the Basic Idea on the Allocation of Unused Bandwidth of BS CR to 4K Broadcasting Based on the Report of the Working Group on the Future Image of Satellite Broadcasting that has been compiled based on the result of the solicitation of opinions, and also discloses the submitted opinions and MIC's views on the opinions to the public.

1. Background

The Working Group on the Future Image of Satellite Broadcasting (headed by chief investigator ITO Susumu, Professor Emeritus, Tokyo University of Science; hereinafter referred to as "WG") established under the Study Group on Various Issues over Broadcasting (chaired by TAGAYA Kazuteru, Professor Emeritus at Chiba University) started discussions in April 2020, and published the report of the WG on October 29, 2021, based on the situation that circumstances surrounding satellite broadcasting are changing considerably, including the start of new 4K/8K satellite broadcasting in December 2018, growth of online video streaming, institutional revision for the effective use of frequency, and the impact of the COVID-19 pandemic.
In making institutional improvements necessary for allocating the unused bandwidth of BS CR to 4K broadcasting based on the recommendations in the WG report, MIC sorted out its current basic views on allocation of unused bandwidth of BS CR to 4K broadcasting, and widely solicited opinions. As a result, it received 25 opinions.
MIC releases the Basic Idea on the Allocation of Unused Bandwidth of BS CR to 4K Broadcasting Based on the Report of the Working Group on the Future Image of Satellite Broadcasting that has been compiled based on the result of the solicitation of opinions, and also discloses the result of the solicitation of opinions.
