August 10, 2022 Results of Appeal for Opinions on Draft Ministerial Order for Partial Amendment to Regulations for Enforcement of the Telecommunications Business Act

The Ministry of Internal Affairs and Communications (MIC) made a appeal for opinions on a draft ministerial order for partial amendment to the Regulations for Enforcement of the Telecommunications Business Act from Tuesday, June 21, through Wednesday, July 20, 2022. As a result, two opinions were submitted. Accordingly, MIC discloses the submitted opinions along with MIC’s views on the opinions.

1. Background

A person that intends to perform intermediation, etc. of conclusion of a contract related to the provision of certain telecommunications services upon being entrusted by a telecommunications carrier, etc. must notify the Minister for Internal Affairs and Communications of necessary information pursuant to the provisions of the Telecommunications Business Act (Act No. 86 of 1984).
According to the Act Partially Amending the Telecommunications Business Act promulgated on June 17, 2022 (Act No. 70 of 2022), it became unnecessary to notify changes for minor changes in notified information. Thus, MIC has decided to partially amend the Regulations for Enforcement of the Telecommunications Business Act (MPT Order No. 25 of 1985) to provide for such minor changes and make the technical amendments necessary.

2. Future schedule

MIC will promptly amend the Regulations for Enforcement of the Telecommunications Business Act based on the submitted opinions.
