August 26, 2022 Result of Solicitation of Opinions on Designation of Telecommunications Carriers Subject to Article 27-3 of Telecommunications Business Act and Report from Information and Communications and Posts Administrative Council

In response to an inquiry about the designation of telecommunications carriers subject to the provisions of Article 27-3 of the Telecommunications Business Act (Inquiry No. 3152, dated June 24, 2022), the Ministry of Internal Affairs and Communications (MIC) today received a report from the Information and Communications and Posts Administrative Council that takes into account the results of the solicitation of opinions conducted by the council from Saturday, June 25, through Monday, July 25, 2022.
MIC will promptly establish the notice by taking the report and other information into consideration.

1. Overview

The notice will be established in order to newly designate telecommunications carriers subject to the provisions of Article 27-3 of the Telecommunications Business Act, which stipulate the complete separation of communications charges and terminal charges in the mobile market and the prohibition of excessive customer capturing. The notice will be drafted in consideration of the results of a review conducted based on the latest service provision status.

2. Future schedule

MIC will promptly establish the notice by taking the results of the solicitation of opinions, the report, and other information into consideration.

MIC will post the reference information on the public comment page of the e-Gov (https://www.e-gov.go.jp/).
