August 31, 2022 Release of Annual Report on Market Validation in Telecommunications Business Field (FY 2021) and Annual Plan for Market Validation in Telecommunications Business Field (FY2022), and Results of Solicitation of Opinions on Draft Annual Report and Annual Plan

The Ministry of Internal Affairs and Communications (MIC) solicited opinions from Thursday, July 7 through Friday, August 5, 2022, on the drafts of the Annual Report on Market Validation in Telecommunications Business Field (FY 2021) and the Annual Plan for Market Validation in Telecommunications Business Field (FY2022). Accordingly, MIC discloses the results of the solicitation of opinions and releases the finalized annual report and annual plan.

1. Results of public solicitation of opinions

Based on the Annual Plan for Market Validation in Telecommunications Business Field (FY2021), MIC drafted the Annual Report on Market Verification in the Telecommunications Business Field (FY2021) (hereinafter referred to as the "Draft Annual Report").
Also, based on advice from MIC’s Meeting for Telecommunications Market Validation, MIC drafted the Annual Plan for Market Validation in Telecommunications Business Field (FY2022), which describes the implementation policy of analysis and verification regarding the market verification in FY2022 (hereinafter referred to as the "Draft Annual Plan"), to implement market verification where the analysis and verification of market trends in the telecommunications business field and the confirmation of the appropriateness of the business operations of telecommunications carriers are conducted in an integrated fashion.
In response to the solicitation of opinions on these drafts from Thursday, July 7, through Friday, August 5, 2022, 13 opinions were submitted (11 opinions on the Draft Annual Report and 10 opinions on the Draft Annual Plan).

2. Materials published

MIC releases the finalized versions of the Annual Report on Market Verification in the Telecommunications Business Field (FY2021) and the Annual Plan for Market Validation in Telecommunications Business Field (FY2022) prepared based on the submitted opinions and MIC's views on these opinions.

3. How to obtain reference information

MIC will post the attached materials on the public comment page of the e-Gov (https://www.e-gov.go.jp/) and make them available for viewing and obtaining copies at the contact point.
