September 7, 2022 Results of Solicitation of Opinions on FY2022 Draft Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules and Publication of FY2022 Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules

The Ministry of Internal Affairs and Communications (MIC) drafted a plan to conduct a periodic survey for FY2022 and a trend analysis of complaints to investigate the implementation status of consumer protection rules based on the Telecommunications Business Act, and solicited opinions on the draft from July 28 through August 31, 2022.
Based on the result of this solicitation of opinions, MIC has finalized and released a document entitled “FY2022 Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules.”

1. Background

With regard to the implementation status of consumer protection rules, MIC has been holding "periodic meetings for monitoring the implementation status of consumer protection rules" since September 2016, based on MIC’s "basic policy for supervising the user protection discipline of telecommunications businesses" (specified by MIC’s Telecommunications Bureau on May 2016). A trend analysis of complaints has been conducted to clarify the number and significant causes of complaints. This analysis is a part of the initiatives of the periodic meetings. This analysis has been made in addition to an annual survey on the status of business operations.
In conducting the periodic survey and trend analysis of complaints for this fiscal year, MIC solicited opinions on the draft plan from July 28 through August 31, 2022. As a result, nine opinions were submitted.
