September 9, 2022 Release of Sixth Report of Study Group on Calculation of Interconnection Charges, etc.

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Friday, July 1 through Monday, August 1, 2022, on the sixth report drafted by the Study Group on Calculation of Interconnection Charges, etc. (chaired by TSUJI Masatsugu, President and professor at Kobe International University).
With consideration of the result of the appeal for opinions, the sixth report of the Study Group on Calculation of Interconnection Charges, etc. was finalized, and MIC has decided to release the same.

1. Background

MIC organized the Study Group on Calculation of Interconnection Charges, etc.

  in March 2017. Since then, the Study Group has been deliberating on the current interconnection system, which is the basis for ensuring fair competition, and other matters for providing diverse services smoothly in a fair competition environment.

The Study Group issued the fifth report in September 2021. After that, the Study Group held 13 meetings up to June 2022. While listening to the opinions of related businesses and business organizations as observers, the Study Group continued discussions and verifications, focusing on the status of efforts to work on various issues pointed out in the fifth report.
With the results of these deliberations having been summarized, MIC made an appeal for opinions from Friday, July 1 through Monday, August 1, 2022, on the sixth report compiled by the Study Group. As a result, 19 opinions were submitted.
With consideration of the result of the appeal for opinions, the sixth report of the Study Group on Calculation of Interconnection Charges, etc. was finalized and MIC has decided to release the same.
