September 13, 2022 Public Appeal for Proposals for Input Values of Long-run Incremental Cost Models Used for Calculation of FY2023 Access Charges

The Ministry of Internal Affairs and Communications (MIC) will make a public appeal for a wide range of proposals from Wednesday, September 14 through Thursday, October 13, 2022. The proposals expected are for the input values of long-run incremental cost models used to calculate the fiscal 2023 access charges and an appropriate amount to be compensated concerning fiscal 2022 universal services.

1. Outline of public solicitation for proposals

MIC reviews the input values of long-run incremental cost models used to calculate the access charges and the amount to be compensated for universal services when calculating connection charges every fiscal year and uses the latest data as much as possible.
Accordingly, MIC has decided to make this appeal for a wide range of proposals for input values used for calculating the fiscal 2023 access charges and an appropriate amount to be compensated concerning fiscal 2022 universal services (hereafter referred to as the fiscal 2023 access charges, etc.).

2. Guidelines on public solicitation for proposals

(1) Subject: Input values of the 8th long-run incremental cost model (the PSTN-LRIC model) and the 9th long-run incremental cost model (the IP-LRIC model).
(When submitting a proposal, please also submit the source data for the proposed values.)

(2) Submission period: No later than Thursday, October 13, 2022
(Submission of proposals by postal mail must also arrive no later than the deadline date.)

3. Future plans

The proposed input values will be reviewed by a Study Group on Long-run Incremental Cost Model. The input values will be reflected in long-run incremental cost models used for calculating the fiscal 2023 access charges, etc.
