September 20, 2022 Ideal State of the Universal Service Subsidy System in Light of Changes in the Fixed-line Phone Environment

Report from the Information and Communications Council

On September 20, 2022, the Ministry of Internal Affairs and Communications (MIC) received a partial report from the Information and Communications Council (Chaired by UCHIYAMADA Takeshi, Chairman of the Board of Directors of Toyota Motor Corporation) concerning the ideal state of the universal service grant system in light of changes in the fixed-line phone environment (Inquiry No. 1233 dated December 8, 2021).

1. Background

The report was made based on the results of investigations and deliberations at the Telecommunications Business Policy Committee under the Information and Communications Council Universal Service Policy Subcommittee, regarding the ideal state of the universal service system in light of changes in the fixed-line phone environment made to the Information and Communications Council in December 2021, and the results of the solicitation of opinions.

2. Future schedule

In consideration of this report, MIC will take necessary measures.
