September 30, 2022 Revision of Guidelines on the Business Operation of the Subsidiary Companies of Japan Broadcasting Corporation Involved by the Enforcement of the Act Partially Amending the Broadcasting Act

Based on the Results of Opinions Submitted and Report from Radio Regulatory Council Regarding the Institutional Development Including the Legislation of Ministerial Orders Involved by the Enforcement of the Act Partially Amending the Broadcasting Act (Press Release on September 1, 2022), the Ministry of Internal Affairs and Communications (MIC) revised the Guidelines on the Business Operation of the Subsidiary Companies of Japan Broadcasting Corporation, and will publish the revised Guidelines. In addition, the Regulations for Enforcement of the Broadcasting Act revised based on said report were promulgated today.

1. Background of the revision

The Act Partially Amending the Radio Act and Broadcasting Act (Act No. 63 of 2022) (hereinafter referred to as the "Amendment Act") promulgated on June 10, 2022, comes into effect on the day specified by Cabinet Order within a period not exceeding nine months from the date of promulgation, except for some of the provisions. Among the development of provisions involved by the enforcement of the Act, MIC solicited opinions for a 30-day period from July 12 through August 10, 2022, regarding the development of provisions on the authorization of investment in holding companies in the relevant business by Japan Broadcasting Corporation, and provisions on extra charge systems, along with draft amendments to ministerial orders.
Based on such background, MIC revises and publishes the Guidelines on the Business Operation of the Subsidiary Companies of Japan Broadcasting Corporation and the Guidelines on the Authorization of Japan Broadcasting Corporation’s Implementation Standards on Operations Utilizing Internet.
