January 13, 2023 Public Solicitation for Subsidized Companies (Executive Organizations) for the Project on Digital Utilization Support for Users under FY2022 Second Supplementary Budget

The Ministry of Internal Affairs and Communications (MIC) has decided to make a public solicitation from Friday, January 13 through Friday, February 10, 2023, for subsidized companies (executive organizations) for the project on digital utilization support for users under the FY2022 second supplementary budget.

1. Purpose of the project

The project on digital utilization support for users aims to support digital utilization by citizens, close the "digital divide", and realize a society in which all members can enjoy the benefits of digitalization by taking measures including: holding seminars to provide elderly people who may have trouble related to digital utilization with advice and consultation services concerning the use of smartphones for carrying out administrative procedures, etc. online; and dispatching lecturers to conduct seminars.
This public solicitation invites applications from entities wishing to become subsidized companies (executive organizations) providing subsidies for costs to indirectly subsidized entities (project implementing organizations) conducting seminars and the like.

Complete and submit the application documents in accordance with the Subsidy Grant Guidelines on Promoting Information and Communications Usage Projects and the guidelines for the solicitation of subsidized companies (executive organizations) for the project on digital utilization support for users under the FY2022 second supplementary budget.

Decision on granting subsidies: Early March 2023

4. Points to note

This public solicitation is for subsidized companies (executive organizations). After the executive organizations are decided as a result of the public appeal, MIC will make a public solicitation for indirectly subsidized entities (project implementing organizations) who will implement the project.
As this project is due to be implemented under the FY2022 second supplementary budget, the public solicitation is being conducted before the Minister of Finance has granted approval for carryover to the next fiscal year, so that the project can begin promptly once approval is forthcoming. It should therefore be kept in mind that this public solicitation is conditional upon the Minister of Finance granting approval for the carryover of this budget and that the project content may be subject to change.
