January 18, 2023 Authorization of Change to the Japan Broadcasting Corporation (NHK) Broadcasting Reception Rules

The Ministry of Internal Affairs and Communications (MIC) submitted an inquiry today to the Radio Regulatory Council (chaired by SASASE Iwao, Professor Emeritus, Keio University) concerning authorization for a change to the NHK Broadcasting Reception Rules (hereinafter referred to as the "Reception Rules") applied by the Japan Broadcasting Corporation (headed by MAEDA Terunobu, President; hereinafter referred to as NHK) based on the provision of Article 64, Paragraph 3 of the Broadcast Act (Act No. 132 of 1950). A report was received from the Council stating that it is appropriate to grant approval.
In response to this report, MIC will promptly grant authorization for this matter.

1. Summary of changes

The amended the Broadcasting Act, which put in place mechanisms for ensuring the appropriate and fair sharing of the receiving fees, entered into force in October 2022. The ministerial ordinance of MIC prescribing matters to be stipulated in provisions of the receiving contract was amended at the same time. The change puts in place provisions relating to NHK's Reception Rules, in order to address not only the amendment of the Act, but also the increasingly diverse means used to pay the fees.

2. Date of implementation

The change will be effective from April 1, 2023.
