January 20, 2023 Results of Solicitation of Opinions on Partial Amendments to the Regulations for Enforcement of the Telecommunications Business Act, etc., and Report from the Information and Communications and Posts Administrative Council

The Ministry of Internal Affairs and Communications (MIC) solicited opinions on partial amendments to the Regulations for Enforcement of the Telecommunications Business Act, etc. and has decided to release the results.
In addition, in regard to matters concerning which MIC submitted an inquiry dated November 25, 2022 to the Information and Communications and Posts Administrative Council, MIC today received a report from the Council, taking into account the results of the solicitation of opinions.

1. Background and outline

Based on the Information and Communication Council's report dated December 8, 2021 concerning the “ideal state of telecommunications number system to create diversified services in digital society” and other materials, the Regulations for Enforcement of the Telecommunications Business Act (MPu T Order No. 25 of 1985), etc. will be partially amended to allow voice transmission mobile phone numbers to be designated for mobile virtual network operators (MVNOs) as well.

2. Result of solicitation of opinions and report

MIC solicited opinions on partial amendments to the Regulations for Enforcement of the Telecommunications Business Act, etc. from Saturday, November 26 through Monday, December 26, 2022. As a result, two opinions were submitted. Today, the Information and Communications and Posts Administrative Council undertook discussions based on the submitted opinions and MIC has received a report from the Council that it is appropriate to partially amend the Regulations for Enforcement of the Telecommunications Business Act, etc.

3. Future plans

In consideration of the report, MIC will promptly make the relevant amendments to the Regulations for Enforcement of the Telecommunications Business Act, etc.
