January 23, 2023 Result of Solicitation of Opinions on Draft Report on the Ideal State of the Basic Telecommunications Service System Relating to Broadband Services, etc.

The Telecommunications Business Policy Committee (chaired by MORIKAWA Hiroyuki, professor, Graduate School of Engineering, the University of Tokyo) under the Information and Communications Council solicited opinions on a draft report on the ideal state of the basic telecommunications service system relating to broadband services (inquiry number 1234, dated June 21, 2022) from Wednesday, December 21, 2022 through Monday, January 16, 2023. As a result, 16 opinions were submitted.
Taking into consideration the opinions submitted, the Information and Communications Council's Telecommunications Business Policy Committee will undertake investigations and deliberations, and report the result to the Minister for Internal Affairs and Communications.

1. Background

In response to the inquiry from the Minister for Internal Affairs and Communications made on Tuesday, June 21, 2022, the Telecommunications Business Policy Committee, the Universal Service Policy Subcommittee, and the Broadband Infrastructure Working Group conducted repeated investigations and deliberations on the ideal state of the basic telecommunications service system relating to broadband services.
At the 64th meeting held on Tuesday, December 20, 2022, the Telecommunications Business Policy Committee compiled a draft report regarding this inquiry and solicited opinions on this draft report from Wednesday, December 21, 2022 through Monday, January 16, 2023.

2. Future plans

Taking into consideration the opinions submitted regarding this draft report, the Telecommunications Business Policy Committee will undertake investigations and deliberations, and report the result to the Minister for Internal Affairs and Communications.
