October 18, 2023 Release of the “Second Report on the Future Vision and Ideal System of Broadcasting in the Digital Age” and Results of Solicitation for Opinions

The Ministry of Internal Affairs and Communications (MIC) solicited opinions on a draft of the “Second Report on the Future Vision and Ideal System of Broadcasting in the Digital Age,” prepared by the Study Group on the Broadcasting System in the Digital Age (chaired by MITOMO Hitoshi, Professor at the Graduate School of Asia-Pacific Studies, Waseda University) from Thursday, September 7 through Thursday, September 28, 2023, and received 109 opinions.
Based on the results of the solicitation, the “Second Report on the Future Vision and Ideal System of Broadcasting in the Digital Age” has been formulated. MIC will release this report to the public, along with the results of the solicitation for opinions.

1. Overview

MIC has been hosting the Study Group on the Broadcasting System in the Digital Age since Monday, November 8, 2021. With the rapid progress of digitization in society as a whole, against the backdrop of the spread of broadband and the diversification of terminals such as smartphones, the Study Group examined the future of broadcasting and the ideal state of the broadcasting system from a medium-to-long-term perspective. Its first report was published on Friday, August 5, 2022.
Subsequently, further studies have been conducted on issues that require continued examination in the first report.
The Study Group has drafted the “Second Report on the Future Vision and Ideal System of Broadcasting in the Digital Age,” and MIC solicited opinions on the draft from Thursday, September 7 through Thursday, September 28, 2023, and received 109 opinions.
Based on the results of these discussions, the “Second Report on the Future Vision and Ideal System of Broadcasting in the Digital Age” has been formulated. It, along with the results of the solicitation for opinions, is now available to the public.
