October 18, 2023 Release of “Existing Practices against Disinformation (EPaD)” at the Internet Governance Forum Kyoto 2023

The Internet Governance Forum Kyoto 2023 (IGF Kyoto 2023), sponsored by the United Nations, was held at the Kyoto International Conference Center (Kyoto City) from Sunday, October 8 through Thursday, October 12, 2023.
The IGF is one of the most important conferences in the field of Internet policy, where multi-stakeholder dialogue on Internet-related issues takes place on an equal footing among governments, the private sector, technical and academic communities, and civil society. Japan recently hosted the 2023 meeting as the host country.
During Day 0 (Sunday, October 8) of the IGF, a session on countermeasures against false and misleading information was held in collaboration and cooperation with the Ministry of Internal Affairs and Communications (MIC), and a collection of existing practices against disinformation by various parties in the G7 countries, etc., entitled “Existing Practices against Disinformation (EPaD),” was released.
MIC will continue to promote countermeasures against false and misleading information, including international coordination and cooperation, while considering these discussions.

1. Overview of Existing Practices against Disinformation (EPaD)

In the Ministerial Declaration of the G7 Digital and Tech Ministers’ Meeting held in Takasaki, Gunma on Saturday, April 29, and Sunday, April 30, 2023, it was declared that the EPaD by interested parties, including private companies and civil society organizations, would be compiled, and published at IGF Kyoto 2023. In response to this declaration, the Japanese government, as the G7 chair, has compiled the EPaD at MIC.
The EPaD includes existing practices that are implemented by a wide range of stakeholders, including civil society, social media platforms, research institutions, and governments, to address disinformation.
The EPaD was announced at the Sharing “Existing Practices against Disinformation (EPaD)” session organized by MIC on Day 0 (Sunday, October 8) of the IGF Kyoto 2023. Based on the EPaD, future multi-stakeholder coordination and cooperation, as well as international coordination and cooperation, were discussed.
