October 23, 2023 Approval of an Establishment Plan for Specified Base Stations for Diffusion of Mobile Communications Systems in the 700 MHz Band

The Ministry of Internal Affairs and Communications (MIC) today sent an inquiry to the Radio Regulatory Council (chaired by SASASE Iwao, Professor Emeritus at Keio University) regarding the approval of an establishment plan for specified base stations for diffusion of mobile communications systems in the 700 MHz band and received a report confirming the appropriateness of the establishment plan. Based on this, MIC has approved the establishment plan of one applicant, with conditions attached and the frequency range designated.

1. Report from Radio Regulatory Council

The Ministry of Internal Affairs and Communications (MIC) accepted applications for the approval of establishment plans for specified base stations using frequencies above 770 MHz and below 773 MHz from Tuesday, August 29 through Friday, September 29, 2023, in accordance with the Establishment Guidelines for Specified Base Stations for Diffusion of Mobile Communications Systems in the 700 MHz Band (MIC Notice No. 294 of 2023), and received an application from one applicant.
After screening the application, MIC sent an inquiry to the Radio Regulatory Council today regarding the approval of the establishment plan. Then, the Council reported stating the appropriateness of the original plan.

3. Approval of establishment plan

Based on the report from the Radio Regulatory Council, and with conditions attached and frequencies designated, MIC approved the establishment plan of the following applicant.
• Rakuten Mobile, Inc.: Over 770 MHz and under 773 MHz
