October 31, 2023 Announcement of Intermediate Report (First Round) on FY2023 Test Purchases of Wireless Communications Devices

The Ministry of Internal Affairs and Communications (MIC) conducts test purchases of wireless communications devices. This test is conducted by purchasing radio equipment distributed on Internet shopping sites, etc., and confirming that it conforms to the standards for “radio stations operating with extremely low power of emission” (hereafter referred to as “extremely low-power radio stations”) specified in Article 6, Paragraph 1, Item 1 of the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules, No. 14, 1950), and make the results public. MIC has compiled an interim report (first round) for fiscal 2023 and decided to make it public.

1. Overview of test purchases of wireless communications devices

In recent years, there have been many cases of radio equipment emitting radio waves that do not conform to the technical standards specified in the Radio Act (Act No. 131 of 1950) and do not meet the standards for weak radio equipment being distributed on Internet shopping sites, etc., causing interference and other interference to other radio stations.
In order to prevent purchasers from purchasing and using the radio equipment mentioned above to interfere with other radio stations, MIC is implementing an initiative to purchase radio equipment distributed on Internet shopping sites, etc., to check whether it complies with the standards for weak radio equipment, and to publicize the results of this check.
MIC has compiled the interim report (first round) on the results of the test purchases of wireless communications devices and now announces the same.

2. Results of the interim report (first round) of test purchases of wireless communications devices in 2023

As a result of the measurement of the purchased radio equipment, 46 models were found to emit radio waves that do not conform to the standards for extremely low-power radio stations, and the results have been posted on the Radio Use Website.

Efforts are also underway to label radio equipment that conforms to the standards for extremely low-power radio equipment with a mark that certifies such conformity. See Attachment 2 for details.

3. Future plans

MIC will continue to conduct test purchases and work to ensure an appropriate environment for the use of radio waves through cooperation with related organizations and by encouraging distributors and other parties.
