November 15, 2023 Results of Solicitation for Opinions and the Radio Regulatory Council’s Report on Draft Notice on Partial Amendments to Dissemination Plan for Basic Broadcasting

The Ministry of Internal Affairs and Communications (MIC) solicited opinions on a draft notice on partial amendments to the Dissemination Plan for Basic Broadcasting from Wednesday, October 11 through Thursday, November 9, 2023. As a result, three opinions were received. Accordingly, MIC has decided to open the submitted opinions to the public, along with MIC’s views on the opinions.
Based on the results of the solicitation for opinions, MIC sent an inquiry to the Radio Regulatory Council (chaired by SASASE Iwao, Professor Emeritus at Keio University) today on the draft notice and received a report to the effect that it is appropriate to adopt the draft as proposed.
MIC will promptly amend the Dissemination Plan for Basic Broadcasting (MPT Notice No. 660 of 1988) with consideration of the results of the solicitation for opinions and the report from the Radio Regulatory Council.

1. Results of solicitation for opinions

The solicitation for opinions was held for 30 days from Wednesday, October 11, 2023, through Thursday, November 9, 2023. The opinions submitted, along with MIC’s response to them, are shown in the attachment.

2. Report from Radio Regulatory Council

Based on the results of the solicitation for opinions, MIC sent the inquiry to the Radio Regulatory Council today (Wednesday, 15th) on the draft notice on partial amendments to the Dissemination Plan for Basic Broadcasting and received a report to the effect that the draft is appropriate.

3. Future plans

MIC will promptly make changes to the Dissemination Plan for Basic Broadcasting based on the results of the solicitation for opinions and the report from the Radio Regulatory Council.

The reference material is available for inspection and distribution at the Broadcasting Policy Division, Information Distribution Administration Bureau, MIC (11th Floor, MIC).
