November 15, 2023 Inquiry to and Report from Radio Regulatory Council on Approval of Basic Satellite Broadcasting Operations in the Right-Handed Circular Polarization Bands of BS Broadcasting

The Ministry of Internal Affairs and Communications (MIC) today sent an inquiry to the Radio Regulatory Council (chaired by SASASE Iwao, Professor Emeritus at Keio University) on the approval of basic satellite broadcasting operations (ultra-high-definition television broadcasting (limited to 4K broadcasting)) in the right-handed circular polarization bands of BS broadcasting, and received a report to the effect that the draft was appropriate.

1. Outline

MIC accepted applications for approval of basic satellite broadcasting (ultra-high-definition television broadcasting (limited to 4K broadcasting)) in the right-handed circular polarization bands of BS broadcasting from Wednesday, March 22 through Wednesday, May 31, and five applicants applied for the approval (two of them withdrew their applications).
MIC has examined each application in accordance with the laws and regulations, and today, MIC sent an inquiry to the Radio Regulatory Council about approval of the applications in Attachment 1 and received a report that the draft is appropriate.

2. Outline of screening

MIC examined each application in accordance with the Broadcast Act (Act No. 132 of 1950), the Criteria for Examination Relating to the Broadcasting Act (MIC’s Official Directive No. 30 of 2011), and other laws and regulations. A summary of the screening process is provided in Attachment 2.

3. Future plans

MIC will proceed with the approval procedures based on today’s report from the Radio Regulatory Council.
