November 17, 2023 Results of Solicitation for Opinions on Draft Notice on the Range of Frequencies Available for Use as Specified Experimental Stations in Digital Garden Health Special Zone

The Ministry of Internal Affairs and Communications (MIC) announces the range of frequencies that can be used as specified experimental stations, etc., in accordance with Article 7, Item 5 of the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950). In order to promote verification experiments and technological development using radio waves in Kaga City, Ishikawa Prefecture, which is a Digital Garden Health Special Zone, MIC drafted a Notice regarding the range of frequencies that could be used as specified experimental stations and solicited opinions on the draft from Saturday, September 30 through Monday, October 30, 2023.
As a result, five opinions were submitted, and MIC has decided to open the submitted opinions to the public, along with MIC’s views on these opinions.

1. Background

MIC has a specified experimental station system (see the reference). This system contributes to rapid technological development by manufacturers and university research institutes, etc., by announcing in advance the frequencies where experimental test stations can be established at an early date, thereby making it possible to process licenses in a short time.
In order to promote the rapid technological development and commercialization of Wi-Fi Halow (IEEE 802.11ah) in the 800 MHz band in Kaga City, Ishikawa Prefecture, which has been designated as a Digital Garden Health Special Zone, MIC prepared the draft Notice regarding the range of frequencies that could be used as specified experimental stations, as shown in attachment 1, and solicited opinions on the draft from Saturday, September 30 through Monday, October 30, 2023.

2. Results of the solicitation for opinions

The submitted opinions and MIC’s views on the opinions are shown in the attachment.

3. Future plans

Based on these results, the MIC will promptly proceed with the establishment of the Notice.
