November 21, 2023 Technical Requirements for Safety and Reliability of Digital Terrestrial Television Broadcasting―Partial Report from Information and Communications Council

The Ministry of Internal Affairs and Communications (MIC) has today received a partial report from the Information and Communications Council (chaired by ENDO Nobuhiro, Executive Advisor of NEC Corporation) concerning technical requirements for the safety and reliability of digital terrestrial television broadcasting as part of technical requirements for the safety and reliability of broadcasting (Inquiry No. 2031) dated December 21, 2010.

1. Overview

With the progress of ICT, it is expected that broadcasting facilities, such as digital terrestrial television broadcasting, will be IP-enabled, cloud-based, and centralized. Therefore, since October 2022, the Information and Communications Council has been studying new safety and reliability measures to be taken for the IP, which is now at the stage of practical implementation in broadcasting facilities, and broadcasters have concrete plans to introduce it. Today, MIC has received a partial report from the Information and Communications Council concerning technical requirements for the safety and reliability of digital terrestrial television broadcasting as part of technical requirements for the safety and reliability of broadcasting.

A summary of the partial report is shown in the attachment.

3. Future plans

Based on this partial report, MIC plans to develop the relevant regulations promptly.
