November 29, 2023 Recruitment of External Human Resources to Promote Digital Transformation (DX) in Municipalities (Support for Securing External Human Resources)

The Ministry of Internal Affairs and Communications (MIC) is recruiting external personnel from the private sector and other sectors with certain skills and experience in order to promote external human resources in local governments for the promotion of municipal digital transformation (DX).

1. Business overview

In September 2022, MIC formulated the Skill Standards for External Human Resources to Promote Municipal DX, which categorized the skills and experience that external human resources should possess to serve as a reference for municipalities in securing external human resources to promote municipal DX.
In addition, as a major government support measure for securing digital human resources for the establishment of a municipal DX promotion system based on the Municipal DX Promotion Plan [Version 2.1], a project to provide a list of external human resources to local governments has been in operation since fiscal 2022. Based on the above skill standards, public solicitation is conducted for personnel from the private sector and other sectors with a certain level of skills and experience. The list is a compilation of information on those who have completed the training course.

2. Outline of application requirements

Through the subsidized company (Fujitsu Research Institute), MIC is seeking a wide range of applicants from the private sector, etc., who wish to provide information to local governments as people who have attended the training. Refer to Attachment 1 for application guidelines.

3. Training overview

The purpose of this training is to provide basic knowledge of local government organizations, operations, information systems, and national policy trends related to the promotion of municipal DX to external personnel with no experience working for local governments.
