November 6, 2023 Implementation of 86th Nationwide Emergency Communication Drills

The Central Emergency Communication Council (President IMAGAWA Takuo, Director-General of the Telecommunications Bureau of the Ministry of Internal Affairs and Communications (MIC)) will hold the 86th national emergency communication drills in cooperation with local Emergency Communication Councils nationwide to help ensure smooth communication in times of emergency.

1. Dates of drills and participating organizations

Dates of drills: November 7 (Tuesday), 8 (Wednesday), 9 (Thursday), 21 (Tuesday), and 22 (Wednesday), 2023
Participating organizations: 47 prefectures, 131 municipalities, central ministries and agencies, electric power companies, etc.

[Note] Regarding the number of participating prefectures (number of participating municipalities), “Ehime Prefecture (2)” was corrected to “Ehime Prefecture (4)” (November 9, 2023).

2. Drills overview

  • As an activity of the Emergency Communication Council, emergency communication drills will be conducted to help ensure smooth communication in times of emergencies on a prefecture-by-prefecture basis.
  • Assuming the occurrence of a large-scale disaster, the purpose of the drills is to secure emergency information transmission means (emergency communication routes, mutual waves for disaster prevention, mobile communication equipment for disaster countermeasures, etc.) and verify their effectiveness in situations where the communication means used under normal circumstances are not available. In addition, the objective is to improve the awareness of emergency communications among drill participants in cooperation with related organizations.
