November 6, 2023 Signing of Memorandum of Cooperation on Cooperation in the Field of Information and Communications between MIC and the Ministry of Communications and Digital of Malaysia

On November 5, 2023, Mr. SUZUKI Junji, Minister for Internal Affairs and Communications, and H.E. Mr. Ahmad Fahmi Bin Mohamed Fadzil, Minister of Communications and Digital of Malaysia, signed a Memorandum of Cooperation (MOC) on cooperation in the field of information and communications between the Ministry of Internal Affairs and Communications (MIC) and the Ministry of Communications and Digital of Malaysia.

1. Background of the signing of the MOC

In January 2017, Ms. TAKAICHI Sanae, the then Minister for Internal Affairs and Communications, and H.E. Dr. Salleh Said Keruak, the then Minister of Communications and Multimedia, signed a Memorandum on cooperation in the field of information and communications in order to promote further cooperation in the overall field of information and communications between the two countries and to promote overseas expansion of Japanese companies.
Taking the opportunity of the Japan-Malaysia Summit meeting held in Malaysia, Mr. SUZUKI, Minister for Internal Affairs and Communications, and H.E. Mr. Ahmad Fahmi Bin Mohamed Fadzil, Minister of Communications and Digital of Malaysia, signed the MOC on 5G security and innovative network technology for future, in addition to the existing cooperation in the field of information and communications. On November 5, 2023, Mr. YOSHIDA Hiroshi, Vice-Minister for Policy Coordination (International Affairs), and Mr. Datuk Mohamad Fauzi Md Isa, Secretary General of the Ministry of Communications and Digital, exchanged original copies of the MOC in the presence of the leaders of the two countries.

2. Outline of the MOC

MIC and Malaysia’s Ministry of Communications and Digital will promote cooperation in the following areas.

1. Broadcasting Sector

  • The exchange of information on policy and regulatory matters
  • The promotion of co-operation in the field of broadcasting productions and other related activities such as the following::
    - Co-production in broadcasting productions including digital content
    - Exchange of experts
  • Any other areas which may be accepted by both parties relating to co-operation in the field of broadcasting

2. Information and Communications Technology (ICT) Sector

  • The exchange of information on policy and regulatory matters
  • The promotion of industry collaboration between both parties
  • The promotion of technical cooperation between both parties, such as the following:
    - Technical standardization in international organizations
    - Human resource development and exchange of experts
  • Any other areas which may be accepted by both parties relating to co-operation in the field of ICT

3. Others

  • Joint study in a wide range of socio-economic fields in both countries
  • Any other sectors of cooperation which may be accepted by both parties

3. Future direction

Based on this MOC, MIC will further promote bilateral cooperation in the field of information and communications.
