November 9, 2023 RA-23 and WRC-23 will be held by ITU

The International Telecommunication Union (ITU) will hold the Radiocommunication Assembly 2023 (RA-23) and the World Radiocommunication Conference 2023 (WRC-23) in Dubai, United Arab Emirates.
A Japanese delegation consisting of the Ministry of Internal Affairs and Communications (MIC), the Ministry of Foreign Affairs (MOFA), telecommunications operators, manufacturers, and related organizations will participate in RA-23 and WRC-23 and will respond positively to reflect Japan’s views to the fullest extent possible.

1. Overview of the Radiocommunication Assembly 2023 (RA-23)

A meeting of the ITU Radiocommunication Sector to deliberate on draft recommendations and resolutions, approve Study Groups (SGs) questions and appoint SG Chairs and Vice-Chairs. The meeting is usually held every three to four years.

From November 13 through November 17, 2023

2. Main agenda

a. Approval of draft recommendations submitted by SG meetings

Discussion of draft revised recommendations on operational procedures for digital selective caller equipment used in maritime mobile operations, etc.

b. Approval of resolutions submitted by SG meetings

Consideration of draft revised resolutions on further development of the spectrum management system for developing countries, etc.

c. Approval of research proposals for the next study period

Questions on the further development of the terrestrial components of International Mobile Telecommunications (IMT) , etc.

d. Appointment of SG Chairs and Vice-Chairs

Appointment of Chairs and Vice-Chairs of each Study Group

2. Overview of the World Radiocommunication Conference 2023 (WRC-23)

A meeting to amend the Radio Regulations (RR), which govern the international use of frequency bands, procedures for operating radio stations, technical standards, etc. It is usually once every three to four years.

From November 20- December 15, 2023

2. Main agenda

a. Identification of frequency bands for International Mobile Telecommunications

(IMT) with a view to Beyond 5G
Consideration of identification in the frequency bands 3,300-3,400 MHz, 3,600-3,800 MHz, 6,425-7,025 MHz, 7,025-7,125 MHz* and 10.0-10.5 GHz for IMT on a global or regional basis, including additional primary allocation to the mobile service.

b. Use of High-Altitude Platform Stations (HAPS) as IMT base stations

Consideration of the use of HAPS as IMT base stations for the mobile service in frequency bands below 2.7 GHz already identified for IMT.

c. Agenda for subsequent World Radiocommunication Conferences

Consideration of the WRC-27 agenda to include:
- Additional identification of frequency bands for IMT
- Consideration of new allocation to the mobile satellite service in the IMT frequency bands for direct communications between satellite and IMT user equipment
