December 1, 2023 Results of the G7 Digital Technology Ministers’ Meeting
On December 1, 2023, the Ministry of Internal Affairs and Communications (MIC), together with the Digital Agency and the Ministry of Economy, Trade and Industry (METI), hosted the G7 Digital Technology Ministers’ Meeting via videoconference. At the meeting, the G7 member countries and regions, as well as relevant international organizations, participated in discussions on the Hiroshima AI Process (Chaired by SUZUKI Junji, Minister for Internal Affairs and Communications) and the Data Free Flow with Trust (DFFT) (Chaired by KONO Taro, Minister for Digital Transformation). The Hiroshima AI Process G7 Digital & Tech Ministers’ Statement and the G7 Digital & Tech Ministers’ Statement on Operationalisation of Data Free Flow with Trust were adopted as outcome documents.

3. Summary of Results of Hiroshima AI Process
Based on the results of the G7 Hiroshima Summit in May this year, the Hiroshima AI Process was launched in the same month with the participation of the G7 members and relevant international organizations to discuss generative AI, the rapid development and diffusion of which have become an important issue for the entire international community. Discussions were recently held among the ministers in charge of the digital field in preparation for the compilation of the results of this process this year. As a result of the discussions, the Hiroshima AI Process G7 Digital & Tech Ministers’ Statement was adopted as the deliverable of this meeting.
The main points of this ministerial statement are as follows:
1. Development of the Hiroshima AI Process Comprehensive Policy Framework, which consists of the following four elements.

The OECD’s Report towards a G7 Common Understanding on Generative AI
- 2.
International Guiding Principles for the Hiroshima Process for all AI stakeholders and organizations developing advanced AI systems
- 3.
Hiroshima Process International Code of Conduct for organizations developing advanced AI systems
- 4.
Project-based cooperation
2. Creation of a Work Plan to advance the Hiroshima AI Process
